Elder Care Job in Philadelphia, Pennsylvania

I need someone to come and look after mother for possibly as many as 9 to 12 hours a day , say from 8 am to 8pm nothing too heavy, just make breakfast and a small dinner, bring them some water and keep them company, and put out the trash on Fridays.. i need to cost per hour or cost per day. I also need the service to be paid for by medicare, which she has, we are in Philadelphia, Pa and need a local service that serves the African American community. Thanks
